MEAL Officer

 

Key activities:

  • The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible to implement a functional MEAL system at field level. The officer provides support to the programmes and operations departments in designing, monitoring and evaluating all projects’ interventions. 
  • Collect monitoring, evaluation, research and learning data on ACF project activities and learning initiatives covering different sectors (Vulnerability Verification; Food Security and Livelihoods; Water, Sanitation and Hygiene).
  • Manage casual workers, setting workplans and identifying resource needs.
  • Ensure tools are fit for purpose and appropriate to context through review and revision with line supervisor.
  • Conduct focus groups discussions and key informant interviews.
  • Communicate effectively with communities affected by ACF visits through clear and respectful dialogue. 
  • Collect, analyse and present quantitative and qualitative data through written reports and dashboards.
  • Verify the quality of data through quality assurance protocol development and execution and triangulation of findings with primary and secondary data sources.

Responsibilities:

Assessment Preparation

  • Make the necessary arrangements before the assessment (call group participants, check access to areas, set times, check availability, etc…)
  • Coordinate with the logistics staff (drivers) to book movements and identify assessment locations
  • Identify suitable locations to conduct interviews when there are specific needs to bear in mind (privacy, confidentiality of information, accessibility, etc...)
  • Pre-test all assessments and provide feedback on content and technical KOBO considerations (skip patterns, logic checks, etc.)
  • Support in translation as needed

Data Collection 

  • Collect quantitative data through a variety of tools: KAP surveys, baseline/endline assessments, etc.
  • Collect in-depth qualitative data through a variety of tools: FGD, KII, pairwise ranking exercises, etc.
  • Ensure that all data captured is kept physically secure at all times.
  • Properly explain and obtain consent from eligible entity for interview (HoH, community leader, etc.)
  • Ensure that assessment protocols are followed

Data Analysis

  • Develop and conduct quality assurance protocols on all quantitative data
  • Triangulate findings between different primary and secondary information sources
  • Perform basic quantitative analysis and develop charts and figures
  • Summarize qualitative data into narrative format

Accountability 

  • Maintain regular contact with beneficiaries, community leaders, municipality representatives and other NGOs, inviting them to participate in monitoring and assessment processes and sharing the results with them
  • Inform target beneficiaries of their rights, the intended results and impact of the project, the monitoring and evaluation processes, and the feedback and complaints Mechanism of ACF International.
  • Provide feedback and complaints to hotline officer for recording
  • Submit accurate referrals through RIMS when identified

Learning

  • Assist the project team and partners in documenting lessons learnt
  • Support the implementation of reviews and learning events at project locations, as needed

Reporting (written and verbal): Giving feedback based on observation and report writing.

  • Provide weekly workplan with updated accomplishments
  • Regular oral reporting, debriefing and feedback to the M&E Manager, MEAL Coordinator and Project Managers (where necessary).
  • Support in writing narrative for project assessments

Management and Coordination

  • Set work plans for daily workers
  • Work closely with WASH, FSL, Protection and MEAL Field Officers for data collection execution
  • Report any resource needs to line manager in advance for planning
  • Establish a good understanding of the program within the Community

Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Requirements:

Previous experience:

  • Minimum three years of experience in working in a relief or development NGO with a focus on MEAL processes.
  • Bachelor’s Degree in information management, social sciences, or any related field.
  • good Knowledge in data collection, analysis, and management principles.
  • Good analytical capacity for qualitative and quantitative information.
  • Experience in coordinating the process of data collection and that in addition to experience in managing and preserving the data through Android device
  • Good working knowledge of Microsoft Applications (Word, Excel, PowerBI, etc.)
  • Ability to lead and train casual workers.
  • Capacity for receiving, processing and responding to beneficiaries through hotline, field visits, and other complaints and feedback mechanisms.
  • Key MEAL officer characteristics: Organized, available, good learner, diplomatic and able to work as a part of the team. On the other hand, the officer must have the ability to take initiative and work independently when needed.
  • Previous field experience in assessments, data gathering, interviews, and Knowledge acquired in any of the following fields: Food Security and Livelihoods, WASH and Protection.
  • Previous experiencing managing staff or volunteers.
  • Able to work in BOTH Arabic and English (spoken, written and read).

IT and specific systems:

  • Microsoft Office (Word, Excel, Access, Power Point)
  • ODK – Kobo
  • Experience on power BI is an asset
